When I lived in the UK, the newspapers would say: "The government  are"...  
So, I think this is a British English vs American English  issue.

Not quite, as this only applies to the UK government not that of the 
"North East Fife District". This is probobably connected to the concept 
of the governen as "Queen and Parliament" and the "Royal We (as in are 
not amused)".
