question on RSCDS AGM procedures

Would someone with knowledge in how the RSCDS AGM is conducted please
clarify how discussion of the motions is handled?  Are questions and
comments accepted from the floor, or do they have to be submitted in writing
prior to the meeting?  Is there a members forum prior to the meeting, and
how is that used in relation to discussion of the motions?
