    The RSCDS .. "IS"  It is a single organization 
    RSCDS dancers, members etc .. "ARE"  As a collective group.
    USA as the name of a country .. "IS"  It is a single country.
    USA as a collective group of States .. "ARE"

    The question wasn't "where is..." vs. "where was..." but rather "where 
    is/was.." vs. "where are/were..."
    And of course for us the "spanner" would be a wrench, and in this
    expression a monkey wrench.  (:->)
