This comes up every so often and causes great debate, especially betwwen RSCDS purists and other folk.  The only way I have found to get it about right is to quietly ask as many people as possible to let me know what they think of the speed, then start off slowly and gradually speed up and wait for the whinges.  Once there are an equal number that is both too fast and too slow it's probably about right.
