Considering the previous and following movements, this seems surprising.

Martin, here's the confirming equivalent from Eric Ferguson's "Dancecribs,"
which I always find quite clearly stated (and which I think that everyone
would be well off having).
33- 1C ½Fig8 up âwhileâ 2C set & cross RH ; 1C ½Fig8 down âwhileâ
3C set & cross RH (2,1,3)
We have danced The Glenora Ferry quite a bit hereabouts, and I have never
found anything particularly awkward either in flowing from what precedes
this figure or flowing into the next round from its conclusion; it's a good
dance.
(In the "kill two birds with one stone" department, I guess that this then
constitutes a "plug" [Americanism?] for both Terry and Eric.)
