Since we don't have a definitive answer to this question, I'd like to point out that steam engines were used to power mills, pumps and other machines that, previously, had been horse-powered. The dance could have been written about one of these machines. Perhaps, a machine in the deviser's locale had recently been changed from horse-power to steam-power.
Whatever the occasion or event about which the deviser named the dance, it is one of my favorites.
