My opinion:

The 2nd couple should do whatever they feel like doing. It has no effect on
any others in the set (although the 1st couple might want to keep an eye
open to welcome them in)

And, of course, 2nd time through the 3rd couple will come in as well for a 3
couple poussette ;-)
