I had the impression, au contraire, that the fashion was for shorter kilts
these days.
Or was this just an excuse given by the salesman who delivered me a
made-to-measure kilt that showed several inches of thigh a year or two ago?

I'd like to be able to wear my sock tops lower, but unless the garters are
just under my knees, I feel they are slipping down.
Good thing summer is on the way, and I'll be sockless again.
