Would you consider moving slightly to the side so as to permit the
dancer
to perform the setting step without dancing in front of you and thus to
make the dancer feel more comfortable?

Yes, of course I would.
If there was room to my right or behind me I would most certainly
accommodate. My whole point is that I do not feel compromised or
concerned if a dancing couple come in front of a standing couple in
order to dance their few bars. I don't see it as rude. However if the
standing couple can make a slight adjustment, in order to help that
happen, then all the better.
