Re emailing discussion papers to branches: presumably branch secretaries
would be the recipient. Not all branch secretaries will receive email.
Possibly, a larger number of branches would have one or more members with
web access, and I wonder whether posting documents of this sort on the HQ
pages would make them accessable by a larger number of people. As I write
this, I have a feeling that the suggestion was made by someone else not
too long ago, and I think it would be a good idea. No doubt this would be
an additional burden for the HQ staff, but not likely any greater than
preparing the documents for email transmission. Something else to put on
the "to do" list.
