International characters in email (NB boring and irrelevant)

They are ASCII characters 192-255 in "HTML" ASCII, or IBM Extended=20
ASCII...both of which contain 128 extra characters. Unless someone is using=20=
a=20
7-bit system, these should be able to be seen.

There are however at least a dozen different character sets which
have ASCII as a proper subset, and and include accented characters
as well.
