I agree with Pat, and would only add that I find stressing the "and"
differently in working on the transition with a class. The "and" during the
pas de basque is not emphasized, befitting its role as a "time holder," but
for the transition bar, I strongly emphasize the "and" in order to
underscore that the "and" part of the bar is now a hop (skip) rather than
just a continuation of the extension of the jete. I and others even
substitute "hop" or "skip" for that transition "and" to emphasize the point.
I've noticed that many beginners have difficulty with that transition
because they wait until after the "and" to put in the hop and suddenly
discover that they're behind because they've put the hop on the down beat.

So, yes, the count or PdB is "1,2,3,and"
And the count for skip-change is "and 1,2,3"
but it is the same "and", so the transition from a left PdB into skip-change
would read:
1,2,3,and 1,2,3

The "and" that follows that last 3 is the beginning, the hop, of the next
skip-change.
