The great set for as many as will works well for English Country Dance, as
long as the lines are not too long, because the energy level is low enough
that the dancers can endure continually dancing until everyone has had a
chance to be first couple at least once or twice. I can think of several
two-couple dances that are high energy for the first couple for which I
would definitely feel short-changed if I started at the bottom as 2nd couple
and worked all my way to the top just as the music ended.

Re great sets, or longwise sets for as many as will: I think that is a
good idea for two couple dances, and would be happy to see it revived.
