First, I think it would be rare for people to want to encore 2-couple
dances. With that in mind, the once-and-to-the-bottom method is no serious
inconvenience for anyone.

Another alternative however, is to split the four-couple sets into 2-couple
sets. In four repetitions everyone would dance both positions twice. No one
would be idle.
