I'm not even partially certified; only interested in a more social,
rather than technical, class.

I certainly think it would be a negative idea to leave the
availability of a social class to the last minute based on whether
the technical classes had been filled. It would be better simply to
not have it if it weren't absolutely going to be held. Too much is
involved making travel arrangements to leave anything up to chance.
